Theoretical-methodological and practical contributions to the management of territorial development financing in Cuba

Introduction: As part of the process of territorial decentralization of powers to municipalities, it is desired to strengthen their financial autonomy.
Objetive: Improve the management of local development financing at the municipal level in Cuba.
Methods: theoretical methods used were historical-logical, systemic and modeling, and the empirical methods were measurement and the expert method. The procedures used were analysis and synthesis, scientific abstraction, induction-deduction and axiomatic-deductive; and the techniques of individual and group interviews, surveys and documentary analysis.
Results: a) Model for managing local development financing at the municipal level in Cuba; b) Fund for the Promotion of Liquidity Capacity for local development projects and the procedure for its management; c) Microcredit program as an alternative source of financing for local development; d) Design of rates as a source of financing for local development. The concept of local development financing management is defined; a set of indicators is designed to measure its impact; and endogenous and exogenous resources are valued through more than 1000 local development projects
Conclusions: The proposed model is a representation of the relationships established between the different components that make it up, forming an ordered and coherent whole, in which the management of the local development financing process is carried out, from the public administration. municipal.
