Model of municipal habitat management

Introduction: The paper is the result of a research-action process on local habitat management, in the period 2013-2021, involving 19 Cuban municipalities. Its antecedent deals with the non-integral management practices of the municipality, with reduced integration of urban and territorial planning regarding development strategies and the housing program. There are contradictions between decision-making and territorial-urban planning strategies, the land is wasted, habitat vulnerabilities persist, there is insufficient development of endogenous potentialities and limited popular participation.
Objective: To propose and implement a municipal habitat management model, based on principles (equity, quality of life, integrality, participation, sovereignty, sustainability, and resilience), and with the functions of strengthening the strategic management of the habitat, to increase the effectiveness and efficiency of resources and to articulate the work of local actors.
Methods: A participatory and collaborative research-action was developed, as well as a multidisciplinary approach. From 2013 to 2017, conceptualization, diagnosis and creation of tools were carried out in 10 municipalities; from 2018 to 2021, the scope was extended to 19 territories and the management model was implemented.
Results: Methodological tools were generated, like instruments of the Municipal Habitat Management Model, applied through project work, advisory and support to local decision makers. The implementation of the model strengthened local governance and its strategic projection, productive sovereignty and resilience, promoting social equity and participation.
Conclusions: Innovation in the management of a complex system in the functioning of municipalities is novel. The articulation of technological, social, economic and other issues, produced a qualitative leap in the satisfaction of the needs and expectations of the citizens in the habitat. There is capacity enough to sustain the results and achieve their extension within the current legal, political, economic and social framework.
