Government management system based on science and innovation in Cuba three years after its implementation

In 2021, the process of dissemination and implementation of the Government Management System based on Science and Innovation began, a tool that seeks to strengthen the role of science and innovation in the search for creative solutions to problems that arise in the country's economic and social development process, in the production of goods and services, and in the fields of public administration, scientific and technological activities, education, culture or others. After the first three years of implementation of the Government Management System based on Science and Innovation this paper identifies some of the main shortcomings, especially conceptual and methodological, that affect its implementation. The results presented are supported by qualitative methods such as participant observation and action research. Significant information has been provided by the exchanges with academics, administrative and business leaders and authorities of the local bodies of people's power, as well as the accountability to the country's leadership on the progress of the System by the agencies of the central administration of the state and the provinces. Although three years are not enough for the cultural change that the System implies, progress in its implementation is observed: innovative practices in organizations and territories, including the municipal level, Technical advisory councils have become widespread, although they are used in a very variable way, among others.
