Human resources management technology in the implementation of Decree 53/2021

Introduction: The scientific problem to be solved was the lack of a procedure for implementing Decree 53/2021 in Cuban state-owned enterprises, based on more efficient human resources management, achieving a Human Resources Management system with a technically based work organization, the design of competency-based job qualifiers, and job evaluations for new salary scales.
Objective: To design and applicate a technology for planning, work organization, compensation, and a balanced scorecard for Human Resources Management, for the implementation of Decree 53/2021, through ad hoc, project-based, and team-based training, supported by a Web 2.0 Webinar.
Methods: The course was implemented in ten top business management organizations in the country and more than one hundred and fifty state-owned enterprises. The course included compilation of technologies in text (book) and compilation in dossier (with Webinar, video, and documents); It involved the Deming cycle, emphasizing process innovations according to International Standard Organization and action research, and concluded with Human Resources Management (an evaluative task).
Results: The technology contributed to the implementation of the Decree 53/2021. The work was supported by the participation and evaluation of just over 250 executives.
Conclusions: Design and application of an implementation technology and training intervention.
