Determination of the level of stakeholders coordination in municipal solid waste management in Cienfuegos

Abstract

Introduction: Municipal solid waste management faces complex challenges that require effective collaboration among all stakeholders with roles and responsibilities within the management process. In this regard, adequate synergy among government, institutions, communities, and other stakeholders fosters shared responsibility, reduces risks, promotes environmental education, facilitates strategy formulation, and adopts appropriate and sustainable practices in the local context.

Objective: To determine the level of coordination among stakeholders involved in the solid waste management process in the municipality of Cienfuegos.

Method: Strategic foresight, particularly through the use of the method “Matrix of Alliances and Conflicts: Tactics, Objectives, and Recommendations (MACTOR).

Results: The driving, liaison, dependent, and autonomous actors were recognized, identifying the weakest links and the most favorable balance of power. The latter corresponded to the Government, the Provincial Communal Services Company, and the People's Councils. The relationship between these actors and the fulfillment of the objectives that guarantee management is unsatisfactory.

Conclusions: There are gaps that prevent effective channeling of adequate solid waste management in the municipality of Cienfuegos. Difficulties in convergence between actors are demonstrated, confirming the failure of alliances and common interests in the implementation of management. The need for a comprehensive, articulated, and participatory process that guarantees the sustainability of actions in the municipal sanitation sector is corroborated.
