Evaluation of distance work and teleworking modalities in Cuba

Abstract

Introduction: Distance work and teleworking are flexible forms of work organization that have been massively expanded in Cuba since the COVID-19 pandemic. Due to its novelty, studies are required to provide feedback on organizational, local and national decisions to optimize the achievements and benefits associated with these employment alternatives.

Objective: To evaluate working results, conditions and competencies in distance work/telework, according to the perception of workers and their managers.

Methods: A quantitative approach was used. Distance work questionnaires designed to measure and validated by experts were applied. A representative sample (23,985 workers and 3,991 managers) was obtained from different organizations and from all provinces.

Results: A good evaluation of the experience of distance work/teleworking in workers and managers was obtained. There is a majority favorable evaluation of the working conditions, except those related to the position (technological means, connection). Positive trends are perceived in terms of the results of the work when compared with the face-to-face period. Key competencies for the performance in these modalities of workers and managers are identified and weighed, showing a high level of development in both groups. Significant differences were found according to modality, sex and roles. Technical-organizational guidelines are provided for the preparation of ministerial resolution 71/2021 that regulates these modalities.

Conclusions: The positive results in terms of assessment of conditions, work results and competencies show the possibility of maintaining remote work modalities in Cuba. However, the need to improve them by creating optimal exterior and interior conditions and a more complete regulatory framework is evident.
